Executive Management Team

Gary Pitts brings more than 40 years of parking management and operations experience and has been a key member of Modern Parking, Inc. for more than 20 years. As President, he oversees the management and operational performance of MPI's portfolio throughout the Los Angeles area.

Pitts works closely with the company's management team, property managers, and clients to ensure consistent service and strong operational performance across MPI's portfolio. Prior to joining MPI, his career included oversight of more than 100 parking facilities throughout Los Angeles, including the Hilton Burbank Airport, Arco Towers, and Wells Fargo Center.

With a broad range of management experience spanning 23 years and expertise in contract management and administrative compliance, Pinson has specialized in the parking industry for 15 years. She has provided management and consulting services to many public and private firms, and is experienced in design and development of business systems, including parking revenue management and reporting. Prior to joining MPI, Pinson successfully guided the creation of a world-class data processing center, served as Director and Chairman of the Board of a systems consulting venture in San Francisco, and managed implementation of complex systems for major firms throughout the Southwest as a management consultant. She holds a Bachelor of Science in Organizational Leadership from Azusa Pacific University.

Manuel Rubio brings more than 30 years of parking industry experience, with extensive expertise in operational auditing, revenue control, and safety. As Vice President of Quality and Revenue, he oversees MPI's audit and revenue control functions, including cashier and monthly parking sales audits, key card audits, unannounced inventories, and reporting designed to strengthen operational accountability and revenue controls.

Rubio also leads MPI's Safety Committee and plays an active role in advancing companywide safety initiatives. He provides ongoing safety training and guidance to managers and supervisors, helping reinforce safe work practices and consistent operational standards throughout the organization. Prior to joining MPI, Rubio held an executive role with a major national parking firm and directed studies involving parking supply and demand, financial feasibility, and revenue control.

Raymond Abarca brings more than 20 years of parking management experience to his role as Assistant Vice President of Modern Parking, Inc. He oversees day-to-day operations across the company's portfolio, working closely with MPI's district managers to support operational performance, service standards, staffing needs, and client expectations.

Abarca also provides oversight of revenue management and works with the operations team to identify opportunities to improve efficiency and strengthen financial performance across locations. His hands-on approach and extensive operational experience support MPI's commitment to consistent service, accountability, and responsive management throughout its portfolio.

Chomly Dayaratne brings extensive experience in airline, airport, and transportation operations to his role as Assistant Vice President of Transportation and Parking Services. He began his career in the airline industry at LAX before identifying an opportunity in the transportation market and building his own logistics and transportation company, serving major airlines and expanding into airport shuttle operations.

Since joining Modern Parking, Inc., Dayaratne has applied his entrepreneurial and operational experience to the development and oversight of the company's transportation and parking services. His focus on safety, reliability, compliance, and operational efficiency supports MPI's continued growth and commitment to providing dependable transportation solutions for its clients.
